Simon Cameron was a Pennsylvania Republican leader who served 18 years in the Senate and as Lincoln's Secretary of War (until he was removed for mismanagement, corruption and abuse of patronage). In 1877 he resigned from the Senate after receiving assurances from the Pennsylvania legislature that he would be succeeded by his son.

In his right hand he clutches a paper labeled Hayes' Cabinet and in his left is a handkerchief labeled, Mrs. Oliver.
